It's either an absurdly over cautious interpretation of Australian law by that store, or they're making a statement. If chain stores in Australia are anything like those here, I'd guess it's the first. I'd also suspect there are places in the USA where it's against the law for anyone under 18 to purchase a knife.

Well, it's illegal here for a minor to purchase a steel or ceramic knife, but we don't consider plastic flatware to be "real knives". I've seen that picture before, but not being in Australia I have no firsthand knowledge of the story behind it. I'm not joking when I say that I've seen a plastic knife cut a guy to the bone when I worked at KFC. It was pretty nasty, and completely unexpected. Some of the cooks got into a harmless 'fake' knife fight, and one went to the hospital.

That's about what I figured.
