I'm not the biggest Military expert, but perhaps somebody here is...
A friend of mine has a Millie from the 90s, from what I've seen it must be a typical sample from 1997/98.
Standard 3-screw clip in silver, no jimping on the choil, G-10 and plain blade, typical three-groove jimping on the thumb ramp.
The point is: the blade is completely blank, no engraving whatsoever.
I know there are some Police from this era without engraving.

Does anybody know if this was a regular production piece?

Could be, although during that era prototypes were normally marked as such and, AFAIK, the earliest specimens of the Military had two screw clips. It's more likely that it could be a "lunch box special", and even more likely yet that it was just a regular production knife that slipped past the engraver. There have been sterile specimens of several other US made models. AFAIK, none of them were intentional.

ATS-34 & 440V were made in the 90s

I've had 2 Military models from the 90s that I no longer own. One model had ATS-34 blade steel and the other had 440V.. And as far as I know those were the only 2 blade steels used on that model in the 90s. All of the ATS-34 Military models I've ever seen all had the printing on the blades. I can't swear that with the 440V models but I don't believe my 440V, fully serrated model had the writing on the blade.

I don't believe that the Military was made with S30V until about 2003 or thereabouts.
