Sage 5 Washer Size Different?

I just purchased a Sage 5 and the action was not getting any better with use, so I dissembled and discovered that one of the washers was not the correct size. The whole in it is larger then the pivot itself, the other one seems to be the correct size. Does anyone know if this is normal?
