I think that knife maker confuses cobalt dust with iron alloy dust containing small amounts of cobalt. I don't think simply using knives with cobalt presents a health hazard. These pages build on the principle that you have to know for yourself what the risks are Sorry, which pages you are talking about ? :) It'd be amazing if polishing the patina off a using knife would produce a lethal dose of anything. But would a cobalt steel lose some cobalt in the cutting material...
