Question about Police model

I like the G10 on my Police 3, but I like the heavy hollow grind blade on the Police. Is the Police constructed so that the scales could be removed and Police 3 G10 scales installed? I don't see any torx screws on the stainless scales of the Police.

No, the all stainless Police is, and always has been put together with flush pins. The only way to get one apart is with a prybar. Besides, the handles are totally different. Police 3 has a 50/50 choil, regular SS Police does not. Of course, you could find someone to dismantle a SS Police and rebuild it with G-10 handles. The Stretch at the bottom of the photo below started life looking the same as the top one, with pinned SS handles with Kraton inlays, now has Lignum Vitae scales over titanium liners. The other viable option would be to keep an eye on eBay and other secondary market sources for an older G-10 Police with a blade like the SS version (middle knife in bottom photo).
